Default one use inks

ive noticed loads of one use inks on the market of late.
then on one top brand site i noticed them stating that the law is changing and will require the single use inks to stop cross contamination.
now i would believe the only way to do that is to dip needles into bottles or empty pots back into bottles, now what d!*k head would do that?
anyway i have not heard of the change in law so are these companys trying to scare munger into selling more, or will they actually inform registration of this health hazzard to bring in a new law? again to sell more.
