This thread is super old but couldn't help respond. According to your opinion....a guy who choses every specific part for an engine he wants to build makes him an engine assembler....just because he didn't make every part. And a builder of homes would be an assembler because he didn't make every piece of material.
Definition of builder.... . A person who constructs something by putting parts or material together over a period of time.

Definition of assembler... A person who assembles a machine or its parts.
A builder and assembler are the same.

Your speaking more of a fabricator that builds and assembles.
If a person researches every exact part to build a very precise machine to do exactly what they want...they are a builder. Just my .02 cents

Definitely get where your coming from. Let's say a builder designs his frames in solid works or auto cad and has a friend or person with a BA CNC to cut it out.....would this be considered legit?
