OK, so the following tips made a night and day difference in my tattoo picture taking -- not that I'm great, just way less frustrated than I used to be! LOL!
1. of course, make sure the subject is as well lit as possible without any obvious glare from the lights.
2. make sure your camera has that "anti-shake" feature, or else use a tripod.
3. don't stand close. Stand far back and then use the zoom to get in close. This allows you to use the benefit of a flash without getting flash-burn.
4. before you take the pic, hold a cold, wet paper towel on the tattoo for a moment. The cold causes the blood vessels to restrict, thus reducing the redness. NOTE: clients will not like this very much! LOL!
5. if possible - use a polarized lense filter to reduce glare even further.

Dude! Put a few layers of clear tape over the flash. It will soften it enough to not put any glare on the tattoo, and still turn out great inside. Also try avoiding zoom functions. I know the guys above me said to use it, but when taking indoor pictures of piercings and what-not, and talking with some of my photography friends, it can take away from the ink.
If possible, go outside or to a window so you can have as much natural light as possible.
I read that tape tip on here and tried it out on a few things. Works like a charm.
