Filip leu style blue ink

Anyone know what some of that really light blue is that you see in some of filips japanese water? It alsont looks like a very watered down pigment or something...strange but cool!

This is the closest thing that I could find online....the really light blue tones. I was looking at some of filips work in some mags and the family iron but this should do. I am wondering if they are just adding white to the baby blue type color to achieve this?

if im not mistaken i think its the starbrite powder blue.

i purchased it and its bright as hell

is it just lightened with white? because those are very light shades of blue.
